Dear Young,
The
Enclosed is a copy of correspondence between the
Financial Adviser and the Treasury Chest Officer, Hong Kong
regarding the possibility of obtaining dollars from the
Colonial Government instead of in the open market.
correspondence has been forwarded to us by the Financial Adviser
for our information but as the arrangements for the raising
of funds at Hong Kong are made direct by the Treasury with the
Treasury Chest Officer the matter appears to be one for you.
As you are probably aware a large number of dollars
are received from the Colonial Government in payment of the
Military Contribution and only dollars required in excess of
the contribution have, at present, to be raised in the open
market. So far as the Army alone is concerned the dollars
received in respect of the contribution would probably meet
local requirements.
